Elizabeth was not 'held'. She was in sanctuary at Westminster Abbey in the Abbots house known as Cheyneygates and could therefore leave at any time. The mention of the cleaning of the gutters was in the lease which was probably seen by her lawyers/advisers but not herself. I cant see her troubling herself with all the minutia when she had others to do it for her. As it turned out she was not there long enough for anything to go wrong with the guttering as she was sent to 'retirement' at Bermondsey Abbey. Margaret Beaufort then took up the tenancy on Cheyneygates.

It was in the legal stuff in the lease.EW probably never ever saw it.

  You are right. I was wrong. Therefore she had no plans to retire to Bermondsy but to live  next door to daughter.
